Reach is earned against outcomes, and every level above the default is a decision someone made and can reverse.

Autonomy is not a setting chosen at install. Every agent arrives at level two, sharing planning and handing control back, and is audited by a human lead against set parameters before it is promoted. Levels move down the same way. Nothing on this ladder is permanent, and nothing on it is granted by asking.

The human makes all decisions. The agent executes simple, reactive tasks only on direct command.
L2
Apprentice, collaborator
The user and agent share planning and execution with frequent control handoffs.
L3
Practitioner, consultant
The agent takes the initiative on multi step workflows, checking in with the user only when facing limits.
L4
Senior, high automator
The agent runs complex, independent paths and only escalates on genuine ambiguity or high risk choices.
L5
Expert, full autonomy
The agent operates fully independently over long horizons. The human only monitors or hits an emergency stop.

Autonomy needs something to push against, so the platform refuses in ways an operator can read.

One lead, one source

Capture, the reply and delegation all resolve the lead from the same rule. A department with no lead configured refuses to speak, and says why.

The roster installs, or nothing does

A department arrives as a declaration. Members, governance rows and the charter land together, and a partial install is not a supported outcome.

Reporting scope is enforced, not advisory

A role can be scoped to a department, and who may release a held action in that room is decided per department.
