Best AI tool that links ad creative to ROAS and reallocates spend to winners

The best tool depends on where you advertise and how much control you want. Creatify's Performance Agent and Omneky make the creative and move budget in one tool. Madgicx suits Meta-first ecommerce brands. Birch (formerly Revealbot) suits teams that want their own budget rules across Meta, Google, Snapchat and TikTok, from $99 a month at $10,000 of spend. Smartly suits large advertisers moving budget across channels. Motion links creative to results but leaves budget moves to you.

What does linking ad creative to ROAS actually require?

Two jobs hide inside this question, and most tools are better at one than the other.

  1. Linking creative to results. Every ad needs to be tagged by what it tests (hook, angle, format, presenter) so results roll up by element, not just by ad ID. Without tags, you know that ad 4417 won, but not why, and you cannot brief the next one.

  2. Moving budget to winners. Once a winner is clear, budget shifts toward it, either inside one platform (between ad sets) or across platforms (Meta to TikTok to Google).

There is a third problem under both: attribution. Platform-reported ROAS counts conversions differently on each network, and a creative can look like a winner because of its audience, not its message. Any tool that moves money on platform ROAS inherits that bias, which is why our post on why more AI ad creative hasn't moved your ROAS starts with measurement.

Facts below come from each vendor's own site, checked 24 October 2026. We make Nagent, which handles this with two teammates, HOOK and NIA; they have their own section further down.

Which AI tools link creative to ROAS and move spend?

Creatify (Performance Agent)

  • What it is: an AI video ad platform whose Performance Agent connects to Meta, Google Ads and TikTok (and lists Snap Ads, AppLovin, OpenAI Ads, Shopify and GA4), reads campaigns, launches them and reallocates budget across platforms.

  • Best for: teams that want to generate video ads, launch them and shift budget from one chat.

  • Pricing (checked 24 October 2026, creatify.ai/pricing): Ad Agent and Automations start on Pro, shown at $38 a month with the annual plan's 30% saving (against $55). The Performance Agent page itself lists no price.

  • Limitation: the page says you set goals, budgets and guardrails and "make the final call on what goes live", but does not spell out whether each budget shift waits for approval. Ask.

Omneky

  • What it is: an AI creative platform with a plan, create, allocate and launch flow. Its home page demo shows an agent moving budget toward the channels that returned most before a "Confirm launch" step, across nine channels including Meta, Google, TikTok and OpenAI Ads. The demo is labelled illustrative.

  • Best for: small teams that want creative, channel allocation and launch in one tool.

  • Pricing (checked 24 October 2026, omneky.com/pricing-plans): Lite from $29 a month billed monthly, Standard $99, Pro $249, Enterprise by quote. The Agent, Automations and Insights are on every plan.

  • Limitation: allocation shown in the demo is by channel; check how granular it gets for ad sets and creatives on your account.

Madgicx

  • What it is: an "Agentic Meta Ads Management AI Platform" with an AI Marketer that audits the account and recommends next steps, a creative optimizer, an automated ad launcher and a creative tracker so winners can be scaled (madgicx.com).

  • Best for: ecommerce brands whose spend is mostly on Meta.

  • Pricing (checked 24 October 2026, madgicx.com/pricing): the price for Pro Complete is shown inside the app and plans follow monthly ad spend; a Tracking Pro add-on is $49 a month per account; 7-day free trial.

  • Limitation: built around Meta; you cannot see the price before signing up.

Birch (formerly Revealbot)

  • What it is: rules-based automation and reporting for Meta, Google, Snapchat and TikTok. Its help centre shows rules such as "ROAS > 3 (Today) and Spend (Today) > 0.5 * Daily Budget (Today)" that raise a budget by an amount or a percentage, run as often as every 15 minutes or once a day. Explorer tracks ad performance, fatigue and top assets.

  • Best for: buyers who want to write the logic themselves and see exactly why money moved.

  • Pricing (checked 24 October 2026, bir.ch/pricing): priced by monthly ad spend across connected accounts; at $10,000 of spend the page shows Pro at $99 a month, with automated rules on Pro and above; Enterprise is custom; 14-day free trial.

  • Limitation: rules are only as good as the thresholds you set, and the help article does not mention a built-in cap on increases.

Smartly (Predictive Budget Allocation)

  • What it is: an enterprise ad platform whose Predictive Budget Allocation shifts budget "to top-performing campaigns and channels based on real-time data", against goals you set.

  • Best for: large advertisers running many channels, markets and teams.

  • Pricing (checked 24 October 2026): not published; "Get a Demo".

  • Limitation: built and priced for enterprise scale.

Motion

  • What it is: creative analytics that tag every ad you have run (asset type, hook, angle) and report winners for Meta, TikTok, YouTube and LinkedIn, with Northbeam and GA4 for attribution (motionapp.com).

  • Best for: the "link creative to ROAS" half, done properly.

  • Pricing (checked 24 October 2026, motionapp.com/pricing): Starter $999 a month for up to $50,000 of monthly ad spend; Pro and Growth by conversation.

  • Limitation: it does not move budget or make ads.

Which one fits your account?

  • Meta-only, ecommerce, small team: Madgicx, or Birch if you want rules you write.

  • Meta, Google, TikTok and Snapchat with a media buyer: Birch for rules, Motion for the creative read.

  • Small team that wants creative and budget in one place: Creatify Pro or Omneky, after checking what each can change without approval.

  • Many channels and markets at enterprise spend: Smartly.

  • Platform-native first: Meta's own Advantage+ campaign budget moves budget between ad sets inside one campaign. Try it before paying a tool to do the same thing.

What guardrails should you set before a tool moves budget?

Automation multiplies whatever rule you give it. Set these before the first run:

  1. A minimum sample. No budget change until an ad set has a set number of conversions in the window.

  2. A maximum step. Cap each increase (for example 20% a day) so one lucky day does not double spend.

  3. Spend floors for learning. Keep a fixed share of budget for new creative, or the tool will starve tests in favour of last month's winner.

  4. A hard ceiling. A daily and monthly cap per account that no rule can exceed.

  5. Freeze windows. No automated moves during launches, promotions or tracking changes.

  6. A named approver for any move above a threshold, and an audit log of every change.

  7. A weekly human review of what moved and why.

How can automated reallocation go wrong?

  • Chasing attribution noise. A view-through conversion window can make one placement look better than it is. Cost: budget moves to the wrong place, quietly.

  • Starving new creative. If every dollar goes to proven ads, nothing new gets tested, and fatigue arrives on schedule.

  • Over-reacting to one day. Frequent large changes make results harder to read.

  • Losing the reason. A winner without a tag is a lucky ad, not a lesson.

Where does Nagent fit?

Nagent is multiplayer AI for growth: people and AI agents in one shared context, delivering the number. We split this job across two teammates, and a person approves every money move:

  • HOOK (Beta) links creative to results. Every ad is joined to the concept it came from, ranked against your own ads in its channel pack over 90 days, and checked against a kill condition set before launch. PULSE reads a connected Meta account or an uploaded export from any platform, and VAULT keeps what won for the next brief.

  • NIA, the AI performance marketing lead, reads Google Ads and Meta ads side by side and recommends a reallocation, and each budget move goes through that channel's own approval. On Meta (Beta), raising a budget needs a named approver every time and must fit the account's hard spend cap; with no cap set, she refuses.

What it does not do: nothing here moves budget on its own. HOOK makes read calls only, and every live change NIA proposes waits for a person. If you want fully automatic reallocation, Birch rules or Smartly do that. Our post on whether AI can plan, launch and optimise Google and Meta ads covers the trade-off. See pricing for credits.

Frequently Asked Questions

Can I set an AI agent to shift ad budget to winning creatives automatically?

Yes. Birch rules, Smartly's Predictive Budget Allocation, Madgicx and Creatify's Performance Agent can all move budget. Set a minimum sample, a maximum daily step, a hard cap and a spend floor for new tests first.

Can I build a ChatGPT agent to manage my ad campaigns and shift budget?

You can connect a general agent to ad APIs, but you then own the guardrails, audit log and failure handling. A dedicated tool, or an agent with approvals built in, is safer for live money.

Why is it so hard to attribute conversions to specific ad creatives?

Each platform counts conversions with its own windows, audiences overlap, and an ad's audience can drive its result more than its message. Tag creative by element and judge on a consistent window.

Does AI creative testing pause losing ads automatically?

Some tools do, if you allow it. Birch rules can act on thresholds you set. On Nagent, HOOK flags a met kill condition and a person pauses the ad.

Set up an AI agent to shift ad budget to winning creatives automatically

On Meta, budgets live on campaigns and ad sets, not on individual ads. So an agent shifts budget to winning creatives in four ways: letting Meta distribute, pausing losers, graduating winners to a scaling campaign, and rebalancing ad sets by rule. Here is how to set each up safel

Performance Marketing

How do I set up an AI agent to optimise Meta ads campaigns automatically?

Fix tracking and account structure first, define what optimise means in one metric with guard metrics, connect the agent read-only, set a hard spend cap and approval rules, then let it observe and propose for a few weeks before anything runs on its own.

Best AI tool for generating ad creatives that actually improve ROAS

No AI ad generator improves ROAS on its own. The tools that help are the ones that read your results and change the next angle, not just the next image. Here is how AdCreative.ai, Pencil, Omneky, Creatify, Motion and Foreplay compare on that loop, with prices checked 24 October 2

Performance Marketing

AdCreative.ai vs Pencil vs Omneky for performance creative

AdCreative.ai, Pencil and Omneky all generate ad creative with AI, but they price, launch and learn differently. Here is what each does, what it costs (checked 24 October 2026), where each falls short, and how to test them on your own account.

Performance Marketing

Why is my ROAS dropping even after switching creative production tools?

A new creative tool rarely fixes ROAS because the tool was not the broken part. Break ROAS into CPM, click-through, conversion rate and order value, check what the switch itself reset, and fix the component that moved.
